Buyer needed for Hartford Job Corps Center's Finance Department. 
Reports to the director, finance and administration. Responsible for planning and managing the procurement of supplies, services and vendor contracts for center operations. 
1. Provide supervision for purchasing through budget control and effective planning.
2. Assist in the development and implementation of new and revised policies and procedures affecting procurement.
3. Assist the director, finance and administration in the preparation of the departmental budget; monitor and control expenditures.
4. Review and audit all assigned areas regularly for contractual compliance and effectiveness of delivery of services to students. Prepare related reports.
5. Prepare and administer all purchase order contracts, subcontracts, lease/rental agreements and consultant contracts for equipment, service, repairs, utilities and rehab work.
6. Establish and maintain a qualified vendor list annotated as to small, large or minority business; maintain an updated file on federal supply schedules and minority business vendors.
7. Ensure adherence to quality standards, required delivery schedules and contractual terms.
9. Coordinate with accounting department relative to accuracy of pricing data.
10. Conduct excess property screening activities.
It is expected that the incumbent shall perform other duties as assigned within his/her capabilities as determined by management.
Bachelor's degree in business administration or associated field and two years related experience required. Directly related experience may be considered in lieu of formal education requirements. Mon-Fri 8-5. $24/hour. Experience in Oracle helpful.  DOL prefers staff be vaccinated against COVID.
