If you answered 'yes' to both of those questions, please check yourself and look at the job duties below -- - Develop departmental budgets; monitor and control expenditures; review and recommend changes to budget authorizations. - Develop and implement new or revised policies and procedures affecting finance and administration and subordinate departments; coordinate with other departments to ensure compliance with overall center objectives. - Coordinate career technical skills training funding, cost control and energy conversation programs; coordinate the development of center facility services and site utilization plans. - Assist with the development and ensure adherence to the center's career development services system plans. - Promote the development of Career Success Standards by modeling appropriate behaviors, mentoring students where necessary and monitoring both positive and negative behaviors through interventions. - Plan, coordinate and manage the administration and financial services of the department. - Provide staff training, evaluate staff performance and implement departmental changes as approved by the center director and coordinated with the manager, human resources prior to implementation. - Develop budgets, financial forecasts, projections and cost analyses as a basis for negotiating contracts for the center, support programs and for renewal and amendments to existing contracts, - Review and audit all assigned areas regularly for contractual compliance and effectiveness of delivery of services to students. Prepare related reports. - Establish financial acquisition controls and evaluate potential program expenditures; direct the efforts of the procurement area in administration of subcontracts for services and rentals. - Ensure compliance with established budgets, purchase limitations, travel restrictions and general contract limitations; ensure program costs are allowable and are allocated properly; maintain stability and consistency with DOL and MTC goals and objectives. - Coordinate preparation of government billings and government financial status reports; monitor contract funding for center operations and capital items. -Prepare special analyses and reports as necessary to provide data for management decisions and information for DOL and auditors. - Maintain liaison with DOL officials on budget matters as directed by the center director. - Coordinate wage and salary program with the manager, human resources. - Coordinate with other center staff concerning financial services matters. - Enter 2110 information into the financial management systems (FMS) electronic system monthly. - Participate in student employability programs and activities. - Support, promote, and enforce the Job Corps' Zero Tolerance Policy. - Promote the development of Career Success Standards by modeling appropriate behaviors, mentoring students where necessary and monitoring both positive and negative behaviors through interventions. - Maintain accountability of staff, students and property; adhere to safety practices. It is expected that the incumbent shall perform other duties as assigned within his/her capabilities as determined by management.
