Position Summary:

Reports to the Procurement Supervisor.  Responsible for planning and executes supplies of products and services necessary for center operations in compliance with government and mangement directives.

Essential Functions:

  1. Provide supervision for purchasing through budget control and effective planning.
  2. Provide staff training in purchasing procedures and accountability.
  3. Assist in the finance manager and administration in the preparation of the department budget; monitor and control expenditures.
  4. Assist in the development and implementation of new and revised policies and procedures affecting procurement.
  5. Prepare and administer all purchase order contracts, subcontracts, lease/rental agreements and consultant contracts for equipment, service, repairs, utilities and rehab work.
  6. Establish and maintain a qualified vendor list annotated as to small, large or minority business; maintain an updated file on minority business vendors.
  7.   Ensure adherence to quality standards, required delivery schedules and contractual terms.
  8. Coordinate with accounting department relative to accuracy of pricing data.
  9. Coordinate with other facility staff pertaining to procurement matters.
  10. Promote the development of positive social skills through modeling appropriate behaviors and intervening when inappropriate behaviors are observed; provide regular feedback to staff regarding social skills procedures and intervention techniques.
  11. Maintain accountability of staff, offenders and property; adhere to safety practices.

It is expected that the incumbent shall perform other duties as assigned within his/her capabilities as determined by management.

Education and Experience Requirements:

High School diploma or equivalent, two (2) years of purchasing or related experience required.  A valid driver's license in the state of Mississippi with an acceptable driving record required, unless waived by management.

Post Hire Requirements:

Must successfully complete annual in-service training requirements.
